SPECIAL OPERATIONS

Description​
​
  •  Special Operations Division: Hazardous Materials Response Team / Technical Rescue Team

  • The Hazardous Materials Response Team and Technical Rescue Team for Spartanburg County covers over eight hundred (800) square miles, three (3) interstate highways, three (3) major rail lines, two (2) interstate pipelines and an international airport. Additionally, there are four hundred forty-three (443) SARA Tier II facilities, with two hundred and six (206) listed as having extremely hazardous substances.

  • The Hazardous Material Response Team and Technical Rescue Team is comprised of Technicians and Specialists from the Fire Departments throughout Spartanburg County. These dedicated members will respond 24/7 in the event of a hazardous materials incident. The team also provides mutual aid response to other jurisdictions as requested.

DIVISION RESPONSIBILITIES
​
  • Develops, coordinates, implements, and evaluates response plans, training programs, and exercises for the Spartanburg County Hazardous Materials Response Team and other emergency response personnel.

  • Develops, coordinates, implements, and evaluates emergency response plans and training for the technical rescue specialists of the County's fire service.

  • Serves as the county point of contact for Tier II reporting and the chairperson of the LEPC (Local Emergency Planning Committee) Hazardous Material Response Subcommittee.

  • Operates and maintains equipment assigned to the County's Office of Emergency Services special operations/hazmat division, including direct reading instruments such as chemical sensors, radiological detectors, and flammable gas detectors.

  • Responds as needed to fires, other emergencies, and disasters to support and counsel the incident commander.

  • Works with outside agencies to determine their response needs and develop training programs accordingly.

  • Ensures the Spartanburg County special operations personnel comply with and maintain training requirements and certifications according to federal, state, and industry consensus regulations and standards.

  • Documents responses and ensures equipment is back to a ready state.

  • Maintains records and reports for equipment assigned to the special operations/ hazmat division, conducting appropriate tests as necessary.

  • Grant Administration: Manages federal Hazardous Materials Emergency Preparedness (HMEP) and related grants for equipment, training, and community safety initiatives.

  • Complies with county policies and procedures for purchasing and requisitions.

  • Attends classes, courses, and seminars as appropriate.

  • Performs related tasks as required.

Key initiatives / Projects:

  • Comprehensive Hazard Response: Manages and deploys the County’s Hazardous Materials Response Team, Technical Rescue programs, and Fire Investigation Unit, ensuring compliance with NFPA, OSHA, and federal law.

  • Regional Expertise: Serves as the county’s subject matter expert for chemical releases, rescues, and major disasters — often supporting neighboring jurisdictions.

  • Training & Readiness: Develops and delivers advanced training programs that maintain state and national certifications for all responders.

  • Public Safety Integration: Coordinates with local industry, state agencies, and emergency planners through the Local Emergency Planning Committee (LEPC).

  • Incident Support: Provides command-level response at major fires, industrial accidents, and transportation emergencies involving hazardous materials.

TRAININGS​

​

Hazmat Training dates:

 

  1. March 24, 25, 26 - CSX – Training,  449 Evins Street

  2. April 14 - 0800 – 1700 - LP Training,  - EOC for the classroom portion, lower parking lot for the live burn and flaring. The hydrant will be used and access to the main entrance will be limited.

  3. April 22 – 0800-1700 - Ammonia Training,  EOC for the classroom portion, lower parking lot for the live release. Level A PPE, ALS unit will be requested. Pre and post entry vital signs are required along with rehab. Community College Drive will be blocked at the Fairforest entrance and below the training site for the live release.

  4. May 4, 5, 6 – 0800-1700,  Hazmat Incident Command Training – EOC.

  5. May 12, 13, 14 – 0800-1300 Hazmat quarterly training – Foam operations. EOC for the classroom portion,  lower parking lot for the practical.

  6. June 18-21 IAFC Hazmat Conference Baltimore, MD

  7. July 20 – 0800- 1700 – DOT Railcar Incident training – EOC.

  8. August 11, 12, 13, - 0830-1300 – Hazmat Quarterly Training at City Main – Level A competencies for Technicians and decon set up for Operations Level.

  9. November 10, 11, 12 0830-1300 – Hazmat Quarterly Training at Wingo Park - Spill, leak control, overpack, LIBs

 

Quarterly Technical Rescue Trainings: The EOC is not required for these trainings

 

  1. March 10, 11, 12 - Structural Collapse

  2. June 16, 17, 18 Boat / Water Operations

  3. September 8, 9, 10 – Trench

  4. December 8, 9, 10 – Confined Space
